As the above post indicates, the slow scrolling in Total Commander (and likely most other Windows' listboxes) can be fixed by:
Deactivate smooth scrolling for listboxes in control panel/system/advanced/bla.
Deactivate smooth scrolling for listboxes in control panel/system/advanced/bla.
